To the extent that it was Bush's policy to get more and more Americans to own houses, to that extent it was partially Bush's fault.

To the extent that Bush was on the side of this argument is unknown to me.

To the extent that Barney Frank was constantly in front of the camera arguing in favor of this point, is something that I clearly recall.

I'm having a hard time finding the Bush presidency siding with Frank on just about anything, but the time of day.

Can you help me with this?
