Ted, that's so stupid. The geography of California is much, much different than that of Japan. High-speed rail is not going to be profitable unless the population density of California gets closer to that of Japan.

I think that means Japan would arrange debt financing for equipment purchases that would benefit Kawasaki Heavy Industry and other Japanese conglomerates. Only a braindead liberal would think Japan would give away massive amounts of Japanese taxpayer money to build American HSR.
