Max, if you've disable call waiting and it still presents a problem chances are your second line is indeed noisy. Pick up your phone, press a single button to get a quiet space and listen for any weak static or hiss. Another possibility is that your second line was installed using a pair gain device, they're using them here when the second line copper isn't available and these "black boxes" have problems too. BTW: Can't run 56K over them at all if you're on one.
