Afterthought
Civil War wasn't genocidal cuz the South valued and needed slave labor. Today might be different.

Yes, but there are rules to conducting wars. Wholesale roundup and slaughter of civilians is a no no. The Civil War, on the other hand, was a battle between armed combatants. There's the important distinction. Targeting and killing innocent civilians, particularly of a certain race/religion etc.., is genocide. When there's a weakling being attacked, then there's the duty of the bye stander to step in and intervene. It's like the incidences in NYC where a woman was being raped at the point of a knife and nobody called the cops. It should be human nature to come to the aid of the beaten down.
