Why the ten grand for processing?

When we left the UAE my Filipina wife was issued a US green card (from the US embassy in the UAE) in about 3 weeks, at a cost of about $150. We did the whole application thing ourselves.

As I understand it, this was phenomenally fast and inexpensive. I think doing the same thing in Manila would take 12-18 months.
