My assumption is that the Administration doesn't know the exact composition of any of the rebel factions in any of the countries. Not in Egypt, Libya, Tunisia.....not anywhere. I don't see how they could, do you? Especially since that composition would theoretically be constantly shifting.

Nevertheless, not having this factually nailed down doesn't preclude making a decision, when a decision is called for, imo.
