How and why did the authorities allow such idiocy?

Basic principles of risk management, not to mention common sense, require that extraordinary protective measures be taken for known risks that might result in a catastrophe even if the probability of occurrence is small.

Perhaps the thinking was that everyone in the vicinity of the caldera is dead meat if it blows so why bother.
