But this is idiotic; you can't compare them because managed care is ALWAYS more expensive because managed care delivers a radically different product. If you go to Humana and say, "You do Medicare for less money than Medicare does it" and they will do it. But if you go to them and say, "We want you to do managed care", it is going to cost more than straight Medicare. I don't think this is that complicated.
