Is not the fine tuning a routine thing?, a parametric approach among the variables and procedures getting better. The time length of the feedback loop might be long(wafer total residence time) so they must wait after a change for 'X' days to see if they went in the right direction. Possibly stages can be tuned in isolation if they have inspection access techniques that will read from that stage how it would impact the final product?
Such a routine might be time consuming, but it should be within the reach of most crews?
Correct me if I am wrong there, never having worked on such a line I might be makinf false assumptions here.

What are the errors that are cropping up to ruin the .35 yield?, is this public knowledge? If they know that they should be able to improve the yield over time.
