See how he focuses on "criminal speculation". There is no such thing. Speculation is 100% legal. In fact it's a question asked of everybody when you open any brokerage or commodities trading account. Basically if you want to trade options even covered calls/puts you have to check the speculation box. What exactly is "criminal speculation"? This looks like a Marxist statement on it's face. To a Marxist ALL speculation should be made illegal. See who we are dealing with?
