That wouldn't work.

It's more likely that a signal is sent from 2 or 3 towers and received by 2-3 towers and depending on your movement, which signal is received when and with what strength, one tower hands off to the next. And the process continues.

Hand offs can be by signal strength and timing without any consideration for the content of what is being sent or received.
