5 billion barrels, are worth over a half trillion dollars at today's market price. Half a trillion worth of resources is useful to put it mildly.

Why, other than instant gratification, would you tap it ?

Because its valuable. Why would you not tap it? Do you leave $100 bills lying on the ground since they aren't valuable enough to change your life in a major way?
