Clinton turned down a chance to have Osama handed over to the US long before 911.

"I have not heard of an 07 opportunity...I am sure he meant THE tora bora opportunity of 2001.."

There were two. In both cases, we didn't commit any boots on the ground. The second was taken a bit more seriously, at least at first. However, the original plan was to carpet bomb the area, which would have caused quite a few innocent causalities. I am sure i-node would have been happy with that, but they chickened out at the last moment.

They did send in the SEALs, but there were no boots on the ground to make sure that no one got out of the area without being cleared. The SEALs came up dry. Which may or may not have meant he wasn't there. We just don't know either way.

Despite what i-node wants to pretend.

In both cases, Iraq was getting all of the resources. By the time Tora Bora I occurred, we were already deep in preparation for Iraq.

It was pretty clear that the Bush administration considered bin Laden just an excuse to invade Iraq.
