Sexual offenses must be reported immediately, since they depend critically on physical evidence. This is exactly what happened with DSK. The maid reported it minutes after it happened, so the police were able to gather DNA and other physical evidence. That's why the judicial establishment in New York was so confident in jailing DSK.

I am surprised that you are convinced Clinton is a repeat sexual offender, rather than just an adulterer. Clinton's alleged sexual offenses were reported years after they allegedly happened, and not to the police but to the tabloid media. It's almost impossible to build a case under these circumstances. There is no physical evidence, and it's a "he said, she said" case, which is very difficult to prosecute.
