That article contains predictions we discussed two years ago...1 Brazil government would meddle in oil to the extent it will mismanage the resource.

2. Petrobras is aware of the enormous costs of the deep water undertaking, and secretly welcomes the meddling so it can scurry off into the brave new world of shale where dry holes are rare events.

further..... several shale plays contain far mor oil than brazil off shore.
