You can restore partitions. The question raised is...can you backup an image to a drive that has been partitioned? I think you can, but can't be sure as I've never looked into this use.

That's the same problem that Windows 7 imaging has. It will image a disc, not a partition.

Edit: Cnet review says it will image partitions
