If you could clarify a bit more.... Are you saying Lightsquared's system should see, hear (not sure the distinction between see and hear when it comes to radio waves), and avoid the GPS transmisions from all the satellites?

If so, those GPS satellites broadcast 24/7 and blanket the earth so you can always see-hear them and cannot avoid them per-se. That's key to GPS's effectiveness.

If the "rules" are as simple as: If a given lightsquared user's radio detects *any* GPS satellite signal level, do not transmit, that's the same as banning Lightsquared's system from transmitting. I'm sure that's what the GPS industry would like but it's not a practical rule. This will end up as a compromise solution, not a winner and a loser.

Am I missing something in what you're proposing?
