Along the lines of the Chinese research on "accident prone" people, they should not be banned from driving, they should simply be excluded from large vehicles. Their maximum weight vehicle could be 300 kg, or perhaps a motor bike, or Segway, to give other innocent motorists a sporting chance against them.

Each "at fault" accident could mean a reduction in size of vehicle they are allowed to drive.
