Here is the timeline for BAE and Dr. Taylor (hope it works):

It looks like what's happening is Dr. Taylor is developing new devices while BAE validates the previous ones. It appears that the devices needed for an IC are ready for prime time and are just awaiting BAE's thumbs-up (2012Q3). If I could guess, I would say the wafers from Aug contain optical waveguides and are the very chips to be tested in order to validate the optical capability of POET (2012Q1). The timing seems right given that the chips need to be produced (End of November, roughly) and then subjected to the rigor of testing bringing us to Q1 next year.
This is a huge milestone because when the electronic and optical components are demonstrated separately using the SAME process, it can be easily inferred that the components can be successfully combined. This MIGHT be when a partner gets involved.
A second guess I have is that Dr. Taylor's new devices are yet a second phase of development that will dramatically add to POET's value. If he is successful, all separate devices currently needed to make computers function can be connected optically either chip-to-chip (stacked?) or by optical connections on board. It will then be important for data to travel from the interwebs to your processor without slowing down and that means the router/switch market mentioned in the ARFL SBIRs will become necessary - opening another huge market not addressed by Pellegrino!
