I'm pretty sure he does. A fair number on the left do. They don't recognize that reducing the federal spending would be good for the economy (at least over the medium run and longer). And they don't even think it would just be neutral or bad, they think it would be devastating, that massive and ever growing federal spending is necessary to keep the country out of third world status. Its a ridiculous idea, but they are wedded to it.

Modernity once did, investments, infrastructure, roads, bridges, national projects that were once the envy of the world and are now heading towards decay....oh, and defense...let's not forget the most expensive and powerful military complex the world has ever known...
