Its not something new, but I do think to an extent its used to pull the wool over people's eyes.

Anyone who thinks spending will ever go down short of some cataclysmic disruption is either horribly naive or smoking something.

We have had years of pretty much flat spending year to year, as recently as the 90s. Adjust for inflation and population growth and you might even have a couple of years with spending actually going down in modern times. (more if your willing to consider pre-New Deal modern times)

But I'd settle for serious control over the increases. I don't need real cuts, I just don't like it when increases, sometimes even huge increases, are called cuts.
