Just to be clear, when you say "skin in the game," do you mean that a person making, say, 23,000 a year, has none, because he doesn't pay any federal income taxes. And that because of that, he will vote for those who keep promising the moon and not paying for it, because none of his own money is at risk.

And somehow, if we as a society decide that it's imperative that he contribute and take some of what little he has, he will suddenly start voting in a more enlightened manner.

People vote their own pocketbooks.

'We will institute this great new benefit and some other guy will pay for it' generally goes over better than, 'We will institute this great new benefit and you will pay for it.'

Such is human nature.
