John: just because you have certificates in your name does not take them out of the float. You can sell them, just like you could call the broker and say you want to sell the shares that are in street name. They are tradeable on the open market, therefore they are part of the tradeable float..

the float changed when people called in their certs.

The number of legal shares in the float does not change if certs are called for. If there are 1000 shares in the legal float and they are all called for in cert form, there are STILL 1000 shares in the legal float.
