When I lived in a flood zone here in Florida they would shut off the power for several square miles before the storm hit, you get less damage to transformers etc. that way. The downside is you get your power shut off early, the upside is it gets turned back on a lot faster once the storm passes.

Just my experience having gone through a dozen or more hurricanes.
