I agree. However, keep in mind that the "surplus" characterization of the Clinton budgets was promoted to the max by Bush, Greenspan and other Republicans, when Bush was elected, and it was the justification of the Bush tax cuts. Also, remember that Al Gore at the time was pushing for making the SS Trust Fund a real trust fund by putting surplus SS proceeds "in a lock box" . At the time I thought the Republicans would jump at this opportunity for fiscal prudence. Instead the denigrated and ridiculed this idea.
