Food stamps are a thin wall holding back an angry mob with torches marching towards the capital. Countries, no matter what system of government, fail when enough people are hungry. You really want to go there? I think my answer may be yes but what's your solution? Give them more food stamps? Is there any level at which you say this isn't working? 80% on food stamps? 90%? 98%? 100%?? Governments may fail when people are hungry but they also fail when people stop being productive.
