This comment alone destroys the author's credibility. JSOC long predates Petraeus' entry into the upper command echelons.

What Petraeus DID do was write the current US Counter-Insurgency manual, which is far more expansive a strategy than mere "kill/capture".

Civil Affairs and "nation building" programs are integral to any successful counter-insurgency. It's critical to assist the indigenous people to form their own governmental infrastruture that they can support and trust. And this is always a long-term proposition.

Kill/Capture tactics have only one primary goal, the destruction of the enemy's command and control. Anyone with a brain knows that if you want to kill a snake, you must go for the head. Destroy the leadership and you degrade it's capabilities as any replacements are less experienced and presumably less capable.

Nothing insidious about it. Certainly it's less insidious than the way we fought previous wars by bombing of entire population centers.
