No. At least not 100% guaranteed and not something that you can buy without looking at a rear-view mirror.
Looking at rear-view mirror, I made great money this year on CSR and IDCC, but can I guarantee such investments for next 3 months? No, not really.

Also to take advantage of "bear market rallies" it seems to me you have to time the market.

You are misunderstanding me. I am not talking about 1 day rallies or 3 month rallies. I am talking about 2009-2011 rally, which by Ray Dalio's thesis, is just a bear market rally. Which is still 100-500% gain.

Maybe buy really cheap and sell when it's somewhat cheap instead of waiting for fair value.

IMHO a lot of stocks were at fair value and above this spring. Was a good time to lighten (not that I did it much).

It seems to me that buy and hold isn't going to work out too well.

This is something at you and 10000 other people say every time market tanks. Somehow nobody says it when market runs up 200% from 2009 lows. At that time "buy and hold" is working really well, thank you very much. Maybe you should think about it "not working" when everything is cheeky rosy?
