I don't see how a VAT with income limits would be exercised. Would we all carry little cards with us saying what our certified income from last year was? And then offer them every time we make a purchase?

Doesn't strike me as a workable scheme.

You can do, as Jersey has done, simply exclude sales taxes on certain items, those that are more nearly necessities. But I'm just not a fan of sales taxes since they are regressive.
