I checked and Reagan got an 18 month authorization for Lebanon. This was after we'd already put Marines there but before the limit required by the War Powers Act.

I'm not going to bother checking the other Reagan/ Bush questions because I don't think they lasted long enough for the WPA to apply.

Did Kennedy go to Congress to attack Cuba?

He didn't attack Cuba.

BTW the War Powers Act hadn't been passed in the Kennedy/Johnson eras.
