Most of this is know fact, but what isn't really stated is the need for the Japanese to start spending again. A tax cut both income and sales tax is what is needed. Let the budget def, rise and jumpstart the economy. The money to solve the problem are in japan, but they won't spend. Japanese people have most things they want in life.
So consumption is really down., They is another reason they save so much.
The big problem is lack of confidence in the govt. Simialr to what is happened ion Italy over the years. So be just said enough is enough. They need to be motivated to get out and spend, Japan is a car running on empty. The gas is full, but the fuel line is clogged..
