They voted for: "Authorization for Use of Military Force Against Iraq Resolution of 2002." It is clear what they were authorizing. That is why it was titled as it was.

Iraqs neighbors were so scared of Saddam they were screaming that he had weapons of mass destruction.
Bush got bad advice. He wanted to go in anyway. He screwed up.
On the other hand. The middle east may be a better place for it. Was it worth it? NO but we didn't have the drones to take out Saddam until later. Clinton missed at least one opportunity to get Saddam.
