Mostly because it is not very widely followed and all but one of the analysts following it already have a strong buy rating. They can't go any higher than that.

That, coupled with the shares being (arguably) "fully valued" at the point, is keeping interest (and hence, volume) low and the price in a close trading range.

Assuming a steady market, the price will probably stay boxed in the 28 1/2 - 30 range for quite a while. Even if the market sours, this stock should hold up well, but may go as low as the mid twenties.
