What's the current limit on the number of characters in a user name?

Back in the day it was 30 but sometime along the way it was reduced.

Won't this new policy make moderation of threads more difficult?

Now if somebody bans me for TOU violations I can just close my account and re-register with a new name.

Please update us on this if my thinking is erroneous.
