Re -- The costs have to passed on to consumers, who refuses to foot the bill.

Is that why a Pentium 166 MMX sells for the same price as a 486GX?
And provides much more functionality/performance than the obsolete 486GX internet appliance?

I agree though that sometimes with a lot of money, organizations get a little sloppy/complacent. People like Paul Engle and Andy Grove are used to spending big bucks. But, spending a few $billion on R&D here and there, - soon you are talking about some real money.
