For us life is automatic i.e. we don't think about inflating our lungs or the basic processes of our bodies until they begin to fail. The building blocks of life are on every planet but the right atmosphere and perhaps some other element to spark it into action and then millions and billions of years to develop into something that is conscious of itself. And the universe is still apparently expanding so we will never meet anything that lives outside our galaxy as we are struggle with traveling to our satellite moon.
