There are other problems which must be solved first. Under the current system, most states spend about 30% of their budget on education and the feds throw in another 60 billion, and yet during my entire adult life the trend in education in America has gone down, not up.

We must first fix that, otherwise we will be paying for PHd's in basketweaving and the effects of comic books on our culture. I don't know how they do it now but years ago I knew an English chemist. The system he described for college education, was that the government paid for it, but you had to get a certain score on tests and maintain a certain grade point average. I think this would be a necessary component of any system.

I think your concerns about creationism are legitimate and the best way to handle that would be a voucher system where parents could choose a school for their children.
