Great question, but you won't get a responsible reply on that statement.

If koan, the teacher, represents the universe of educators, the solution is simple; fire them all.

Fortunately, there are many fine teachers out there, and they only need to be released from their indenture to the union which is the culprit.

And end tenure.

Well, it is true. In fact it is a truism. There are a zillion research papers to show it.

How you fix it is society has to prime the pump e.g. massive increase in free head start programs, with breakfast for all kids in the country; and a massive increase in community colleges. Get the kids started in education early; and with community colleges the poor will drift into them as they grow older. Society will have to help the parents get that first generation going, and community colleges the poor who may have missed most of high school as they were just trying to survive, but as adults will give it a go.

Huge numbers of ghetto kids go to the community colleges.

I saw community colleges save thousands of poor kids in the San francisco Bay area. Which made them prodcutive members of society. And interestingly twice as many African Americna girls are going to college these days as the boys.

In fact women are graduating from college in most areas more than men.

We will just kill the parents then they wont be the problem. Blaming the problem on the parents is just an excuse for failure. When teachers have the power and authority to enforce discipline they can teach until then we are wasting our time with undisciplined children.
