While I can't agree with her criticism, and such criticism coming from one of the Supremes is a bit offensive, there's some wisdom there.

Whenever the US has been involved with helping other countries form new governments, they often are anxious to mimic the US, and are always talked out of it. The reasoning is that our Constitution puts too much power into the Presidency. It is an opening for a migration towards totalitarian rule. It's really a bit of a surprise that we don't have a more regal presidency than we do.

But, the US always encourages new governments towards a parliamentary form of government.
