Steve, IMO there is no successful way to manipulate supply and demand via the government. Success and failure is where its at. If you try to legislate away the failure part all you get is Europe. Walt Disney created Disneyland because he wanted a place to bring his daughter on the weekends. With the way our government restricts building ANYTHING via the EPA and other such agencies nothing gets done. And we have a POTUS that calls for another bridge here and another solar farm there all while building up more gov agencies that make it all impossible. S
