It was under the Reagan administration where they saw the baby bubble and fixed SS by creating a huge surplus. This thinking is crazy - no, it's more than crazy it's dishonest. The reason people have been paying in more to SS than was paid out was NOT so that Bush could go fight wars. It was to create an account surplus to provide for the baby boom generation because actuary tables promised there would be a problem without creating the surplus. So grown-ups sat down and fixed the fund (that was about the last of the grown-ups by the way). Then moron childish politicians started playing with the money for their own vendettas to fight wars we had no business being in. You can play these stupid dishonest games from one account to another EXCEPT for SS because that is a separate payment into the government.
