Same data-only connection you'd get through the net, just more secure.
Setup costs & line costs offer some advantage over dedicated RAS use
but POP locations must be carefully selected and obviously limited.
They're not a free ride.

You could easily set up a VPN using RACE servers and you'd have voice/PBX too.
Sounds like a great business plan offering for someone.
