In the 60's Are you still living in the 60's? The rest of us have moved on. But yes, we need to reduce tuition fees for state universities. You proposed an amendment to the US constitution to provide free universal education to the Phd level. Is the fed govt going to mandate how many free state universities each state must operate? Will the fed govt pick up the cost of those free state universities? The current state universities do not have the capacity to satisfy your goal. How will your system work?
