OT: The late 90s were a unique time. Split government restrained spending and tax revenues and the overall economy boomed with the internet bubble. The economy tolerated the increased rates due to the powerful impact of spending on the internet.

If those tax rates are ok - then they can be restored on Jan 1 by simple inaction. Approximately 2/3s of the Bush tax cuts went to people who are now on Obama's protected list. For some reason two thirds of the Bush tax cuts are now termed good by all.

An energy investment boom over the next decade could have the same impact as the internet boom if it is allowed to happen.

Bubble based booms are not a good alternate for sound restructuring. The internet bubble ended badly. The housing bubble ended badly. Would an energy investment bubble end badly - most likely.
