The trouble with dumbo care is that it's unconstitutional and prices will escalate once pricing is controlled by government. The issue should have been about how to control costs - not mandatory/forced coverage. I have friends who fly to korea to have medical procedures done at their own expense because it costs less to buy a ticket and have the work done there. Dumbo care lost the point early on in the politics and never really dealt with structural issues to reduce costs. Preventative care is a canard and has been shown to not really control costs.

Why under dumbo care can we not buy drugs from Canada and other places that have far lower prices if it was about cost?

You've been scammed by the drug industries promises to government - you're probably one of those crony capitalism haters or occupoopers yet you buy this scam because dumbo is pushing it.
