I saw a map on line a couple of weeks ago that showed what lands they want to acquire. I will definitely post it to you when I have more time to find it. I believe most surface water in Wa state is publicly owned. There are a few private man made lakes that are exempted. I have also heard rumors the state wants to put meters on private wells in order to charge for the water and regulate the flow, but that is just rumor. It's really hard to keep up with everything.
