What defined it? The fact that people meant it to cause emotional harm, or to denigrate a certain group but they are still slurs if the person being slurred considers them to be offensive Nonsense. People find all sorts of things offensive, sometimes for rather silly reasons. If I called you a genius, and you where somehow offended by that, it wouldn't make my statement a slur (unless it was an ironic insult and we both recognized that fact).
