Yes, after Biden though. I note that Axelrod's first reaction was to spin that Biden's remarks as not being different from Obama's (at the time):

When the spin wasn't working and was just making team Obama look silly, they decided to follow Biden and go all in.

Axelrod isn't an idiot, he knows voters have rejected gay marriage in 32 states (including CA). No way would he have let Obama flip on this till after the election. If he'd had a choice.
