Yes, Californians love their wild Coast and beaches and they preserve the public's right to access it and do not want to see it built over ala the East Coast. They have set up a Coastal Commission which regulates everything more or less that goes on with in so many miles of the coast. North of SF their are a lot of regulations that protect open space and tax breaks are given for agricultural land use.

But in my mind it is more or less the lack of buildable land which was the main factor in driving the Calif. real estate prices. (The Coastal land within the major Coastal cities has been built on.)
