The RS tells us. Those stocks that outperformed 80% of market price wise during a correction should be the ones to look at. If they are strong, they will get stronger. You can return to even a 50 day average and stay strong compared to others. The beauty of IBD ranking is it compares to all stocks, not a group of 500 dinasaurs.

But remember the IBD #s can select for database, but the entry/exit is dependant on your system that you trust.

BTW: RS<30 and EPS<50 make good short candidates.

Should you buy strong stocks above their MA or severe corrections. Take a look at ESOL or COMS. ESOL tried to burst up and failed. COMS had a great run from 24 to 60. I guess it makes more sense to wait on a COMS until it has an established trend. Your time perspective is also important. How long is your trade??
